Budget could have mansion millions

How much will the Metro District mill levy change in 2010?
Not much, according to the draft budget available online. In fact, a slight drop is planned for 2010.
Coupled with an increase in county property taxes, homeowners will not see much of a change in their tax bills.
A public hearing on the budget will be held 7 p.m. Nov. 24, at the Metro District offices, 62 W. Plaza Drive.
New to the budget is money for the Highlands Ranch Mansion.
Directors gave General Manager Terry Nolan the ability to negotiate with Shea Homes for ownership of the historic mansion.
Initial funding for the mansion special reserve fund, $4 million, is money from system development fees. Basically, that money was paid by Shea through the building of Highlands Ranch and set aside for the Mansion, located at 9900 Ranch Road.
System development fees are charged to residential and non-residential building. The district expects to raise just under $3 million in 2010 on new development. The fees also fund road building, storm drainage, parks, trails, fire stations and landscaping along main roads.
