Public works delivers water, parks and roads

Editor’s note: This is part two of a series examining each of Monument’s departments with respect to the 2010 budget.
The public works department is responsible for water systems in Monument, Triview Metropolitan District and Forest Lakes, said Rich Landreth the department’s director. The town owns one-third of the water under Forest Lakes’ property, he said. The town also owns one-third of its water tank.
The town also provides the development with wastewater services, Landreth said. This year, Monument’s public works department helped complete an expansion of a wastewater treatment plant in Triview and completed the Forest Lakes water tank.
“It more than doubled the capacity of their B plant, which was needed desperately for them,” Landreth said.
The public works department also had to redrill well 7, located next to the Santa Fe Trailhead off Colo. 105.
While Monument has been running Triview’s water system, the town will have to develop intergovernmental agreements with Triview for other services — such as snowplowing, street maintenance and park maintenance — if it wants them, Landreth said.
The streets and parks portion of the public works department deferred a lot of its maintenance in order to work on the Third Street storm drain and road improvements. The department worked on some of the town’s park spaces, the majority of which was done in Limbach Park.
Monument successfully got its train quiet zone around the area where the train crosses Second Street, he said. The town still has improvements it will need to make in the future, including making improvements to the crossing lights.
Future projects for Monument include acquiring rights to renewable water, acquiring a renewable water source and repaving or rebuilding Old Denver Highway and Jackson Creek Parkway.
Town manager Cathy Green said the town also intends to do more planning in the future.
“We know the best things we’ve done, we’ve done with plans,” she said. Green would like the board to update the town’s capital improvement plan and discuss ways of funding future projects.
