Annexation of The Canyons

The Castle Pines North City Council voted unanimously to approve an annexation petition and development agreement with The Canyons at the Oct. 22 council meeting.

“From the beginning of this seven-month process, Castle Pines North put a premium on community involvement and input to ensure our citizens were informed,” Mayor Maureen Shul said.

George Merritt, Director of Communication for The Canyons, said “We felt from the beginning of this process that Castle Pines North and The Canyons share a common vision for what a community can be, and we believe this is a partnership that will benefit everyone involved.”

The public hearing welcomed approximately 200 people for Castle Pines North and surrounding areas.


The annexation process consisted of a four-step procedure that ensured the petition complied with all statutory requirements. The four steps included:

Performing a substantial compliance hearing, completed April 23, 2009.

Performing an eligibility hearing, completed June 11, 2009.

Performing an ordinance hearing, completed Oct. 22, 2009.

Performing initial zoning, completed Oct. 22, 2009.

Merritt said The Canyons agreement will give the people of Castle Pines North some local control and oversight over the project going forward.

“The conservative estimates for the agreements will bring in about $45 million in tax revenues over the life span of the project,” Merritt said.

The proposed plan currently includes 3,344 total acres and plans for up to 2,500 residences in a variety of types from large-acreage estates, custom residences, patio homes, Marketplace residences which include urban-style loft, townhome, condominium, and apartment living.

Fundamental to the plan is a set of sustainable principles: environmental, cultural, and economic. The Canyon’s team environmental stewardship has dedicated over half of the plan to native and recreational open spaces that respect the rugged topography, the mature Gambel oaks and cottonwoods and wildlife habitat. Approximately 37 miles of walkable and bikeable trails are being planned throughout The Canyons, providing a healthy way of getting around the community and enjoying the great outdoors. The marketplace, located at the Castle Pines Parkway interchange and Canyons Parkway will occupy approximately 225 acres of the plan. The marketplace is envisioned to be a pedestrian-oriented mix of shopping, dining, galleries, studios, offices, a boutique hotel, and residences oriented around a public plaza. A unique and innovative plan is for a working farm right in the heart of The Canyons, tended by a professional farmer whose sole purpose is to produce organically grown, healthy food for the benefit of community residents.

“In the future people around the nation will look at Castle Pines North and The Canyons as an example of how to create a thriving community that exists in harmony with the natural environment,” Merritt said.

The Canyons is owned by North Canyons, LLLP and Judge, Inc.
