Volunteers appointed to boards, commissions

The Englewood City Council approved 18 appointment or reappointment to boards and commissions as part of the July 6 meeting.

Each board or commissions serves a specific task. For example, the liquor licensing authority deals with issues surrounding licensing establishments to sell or serve alcoholic beverages while the library board deals with issues related to the Englewood Public Library.

Currently, the city has 94 residents volunteering their services on the 20 boards and commissions

The council traditionally makes appointments twice a year to fill vacancies on the boards and commissions.


Usually the appointments are routine and that was the case with 17 of the appointments. Individuals reappointed included; Eric Bertoluzzi to the Cultural Arts Commission, Charles Carter to the Englewood Housing Authority, Jeannette Espinoza to the Alliance for Commerce in Englewood, Tealee Hinger to the Code Enforcement Advisory Committee, Christina Kruk to the Parks and Recreation Commission, Janet Moore to the Cultural Arts Commission, Marty Mosman to the Code Enforcement Advisory Committee and Carolyne Wilmoth to the Liquor Licensing Authority.

First-time appointees included: Nathan Barragan to the Cultural Arts Commission, Mary Berger to the Code Enforcement Advisory Committee, Brianna Carey to the Public Library Board, Tamara Emmanuel to the Cultural Arts Commission, Amy Jiron to the Urban Renewal Authority, Karen Kenney to the Cultural Arts Commission and Diane Ostmeyer as an alternative member of the Englewood Housing Authority and as a regular member of the Liquor Licensing Authority.

Early in the July 6 meeting, resident Richard Gillit, who is also an announced council candidate, raised questions about reappointment of Jill Wilson to the Code Enforcement Advisory Committee. As a result, her reappointment was considered separately.

Gillit said he was concerned about the possibility that a council member serving on a board or commission would have undo influence on the other members as they made recommendations to the council.

He said he had no concerns about the way Wilson served on the committee but he felt the membership of the council and the boards and commissions should be separate.

The council discussed Wilson’s reappointment request later in the meeting.

It was noted that Wilson was on the Code Enforcement Advisory Committee before she was elected to council and the council did not have an established policy prohibiting council members from being members of boards or commissions.

Mayor Jim Woodward said he was a member of the Parks and Recreation Commission for years before being elected to the council and wished to remain on the commission even while on the council.

“I did give up some other board appointments but I have a particular interest in parks and recreation so I have asked to stay on that commission,” he said. “I plan to support Jill’s reappointment.”

However, Councilmember Randy Penn said while he feels Wilson has done a good job on the committee, he feels the position should be filled by someone who isn’t serving on city council.

Councilmember Joe Jefferson also said he wouldn’t support the reappointment. He said he felt it was redundant to have a member of the council serving on a board or commission that is an advisory body to the city council.

The request for reappointment passed 5-2 with Penn and Jefferson voting against it.
