HRCA opening center membership

Looking for more revenue, the community association is opening up memberships to people outside of its boundaries.

The board of directors voted to allow a pilot program for memberships Sept. 16.

A limit of 200 memberships would be allowed under the program, and the applicant would pay the full assessment plus a percentage above that, coming to $700 in cash, and $760 if paid quarterly.

Should someone want to use the trails or recreation centers, they would buy the membership and then be treated like any other member.


Except if the out-of-area member causes problems or breaks the rules, the membership can be rescinded faster than a homeowner membership can be.

“What I want to know is how short a leash will they be on?” asked Director Paul Meyers.

“We keep you on a pretty short leash,” quipped Director Dave Martz.

“OK, as long as their leash is as short as mine,” Meyers responded.

HRCA has a similar plan for Wildcat Vista, an enclave of 72 homes outside of Highlands Ranch and the South Suburban Parks and Recreation District.

South Suburban serves Lone Tree, Littleton, Sheridan, Centennial and other communities. South Suburban runs the Lone Tree recreation center.

Wildcat Vista homeowners collectively pay a membership fee and use the recreation centers like any resident.

The difference with the pilot program is an individual household can pay for a membership, rather than an entire neighborhood coming in.

Wildcat Vista pays a 30 percent surcharge to use HRCA facilities.

A similar mark up is expected on the pilot program.

“We’ve had talks with Province Center since it began development,” said Gary Debus, community manager.

Other talks have included Castle Pines and Daniel’s Gate, with no conclusion.

“We have the capacity to take in 100 to 200 more users on an annual contract,” Debus said.

If 100 households took the HRCA up on the offer, it would mean $70,000 in the association’s coffers.

Directors wanted to ensure that the centers had capacity for what could be 400 new people using them.

“The only challenging time is January,” said Ken Joseph, facilities manager, to a fusillade of laughter. “We see people we never see at the first of the year.”

Joseph pointed out that people would use the centers at different times and locations. Not every new member would go to Southridge any more than they would all go to Northridge.

Of the estimated 29,000 households in Highlands Ranch, 82 percent signed into a recreation center in the past 12 months.

The program begins immediately and will be assessed after a year.
