Hess Road will become a major east-west thoroughfare for Parker in the future.

Chris Hudson, projects manager for the Parker Public Works Department, said the extension east of Parker Road, which is under construction, will connect to Hilltop Road by the end of the year.

The road will be open to traffic, but it will not be completed until next year because of falling temperatures. Some decorative concrete and landscaping will be installed next year. The four-lane piece of the future arterial will cost nearly $7 million, with $1.8 million being contributed by Douglas County.

The public works department is planning to extend Hess Road between Parker Road and Motsenbocker Road by 2008, but Hudson said the final decision rests with town council. The road is slated to go where a tree farm exists today. Hudson said the owner of the tree farm is aware of the town's plans.

"The town already owns a chunk of the right-of-way on that property. We plan on paying fair market value for the rest of it," Hudson said. "We don't expect any problems (with the landowner), but you never know."

Hess Road will be a four-lane road when all is said and done, but the extension from Motsenbocker Road west to the future Chambers Road will be two lanes.

Hudson said the plan is to grade for four lanes in anticipation for future traffic, but the section will start as a two-lane road.

Hess Road will not go much farther west than Chambers Road. Hudson said Rueter-Hess Reservoir will block the road from extending west, so preliminary plans have it curving south into future residential areas of the Stroh Ranch property.

Hudson expects Hess Road to be a major busy road between Hilltop Road and Chambers Road because Lincoln Avenue carries much of the east-west traffic now.

"Lincoln will be busy no matter what, but Hess will carry a lot of the load. It's part of a grid; it's just another way to go east-west," Hudson said. "We don't expect it to be a magic cure for traffic on Lincoln."

A north-south road that will help alleviate congestion on Parker Road will open before the end of November. The section of Twenty Mile Road between Mainstreet and Lincoln Avenue is in the finishing stages. The $1.9 million project adds another piece to Twenty Mile Road, which is planned to go north to the E-470 tollway.
