Roads over capacity, plan says


If improvements are not done to roads in Castle Rock by 2020, residents will face major congestion on Crowfoot Valley Road and Perry Street, among other roads in town, a draft of the new Castle Rock Transportation Master Plan says.

If improvements are not done to roads in Castle Rock by 2020, residents will face major congestion on Crowfoot Valley Road and Perry Street, among other roads in town, a draft of the new Castle Rock Transportation Master Plan says.


Castle Rock roads that are now functioning over capacity are U.S. 85, Wilcox and Fifth streets, the master plan said.


By 2020, if no improvements for congestion are made, the roads functioning over capacity will grow to include Gilbert, Perry and Front streets, Meadows Parkway, and Wolfensberger and Ridge roads.


"The consultants highlighted traffic impacts and prioritized projects," said Bob Watts, director of public works for the town. "The [high priority] projects are those that will provide the greatest benefit to the overall system."


Among the projects to be addressed this year is the first phase of the Craig and Gould water and sewer project, budgeted for $3.2 million. The project will replace outdated water and sewer lines and put in new curbs, gutters and sidewalks in this historic part of Castle Rock.


The Front Street flyover project also is slated to start this year with a budgeted cost of $1.5 million.


The flyover was brought to the forefront after a car vs. train accident Nov. 12 that critically injured Maureen Martin, 16. Martin, now at Craig Hospital, has been undergoing rehabilitation after major head trauma.


"It think [the flyover] is a great decision," said David Martin, her father. "Anything to keep kids off that intersection is a good decision. It was a bad design in the first place and the [town] council came up with a good solution."


Martin is scheduled for surgery on her trachea later this week to remove scar tissue, her father said. But she is talking and her family is pleased with her improvements, he said.


Originally planned as phase two of the Front Street improvements, the flyover was put on hold until the Castle Rock Town Council could evaluate other options.


"Plans for the flyover are already done," Watts said. "It will take about two months to get the plans up to date and ready to bid."


The town wants to begin construction on the flyover this fall. It will take about two years to complete, Watts said.


Also included this year is the widening of Plum Creek Parkway from Plum Creek Boulevard to Lake Gulch Road for a budgeted cost of $1.5 million, designing the connection from Woodlands Boulevard to Black Feather Trail and the Scott property for $500,000, and phase one of widening Wolfensberger Road for $1 million.


The town also will begin the design phase for widening Fifth Street from Front to Lewis streets. Budgeted cost in 2003 dollars is $1.5 million.


"We plan to design it this year and start construction in 2004," Watts said. "We want to coordinate its opening with the opening of the Front Street flyover."


The second year of the flyover construction will cost about $5.5 million.


Construction costs on the Woodlands extension is budgeted at $2.1 million, Watts said.


Year two of the Craig and Gould project will be about $3.2 million.


The major project schedule has improvements to the Founders/Meadows corridor slated for 2005; widening Miller Street for $1 million and Ridge Road for $2.4 million in 2006.


In 2007, the town plans to work on the southeast portion of a ring road - designed to divert traffic from interior major roads to help clear up congestion. The southeast portion will connect Plum Creek Parkway to Ridge Road.


The southwest portion, scheduled for work in 2008, will connect Coachline Road to Plum Creek Parkway.


The transportation master plan is updated about every eight to 10 years, Watts said.
