County to spend $20.4 million on roads this year

Douglas County road engineers and construction crews are busy trying to keep up with the growth in the area.
The county worked on, or is working on, the following projects, said Art Griffith, the county's capital improvement manager and Duane Fellhauer, director of public works for the county.
Projects in 2002
* Titan Road interchange - Douglas County last year contributed $3 million toward the total $20 million completion of the rebuilt U.S. 85 interchange at Titan Road.
* Lincoln Avenue extension - The county spent $5 million finishing the extension of Lincoln Avenue from Colorado 83 east to Pine Drive in Parker.
* E-470 Jamaica Street interchange - For a couple years, the county and E-470 Authority have been working with developers east of Park Meadows Town Center to build an interchange on E-470 between Interstate 25 and Peoria Street. Last year the county spent $1.5 million, half its total contribution toward the $5 million interchange.
* Stroh Road - The county is planning an I-25 exit east of Castle Pines to connect to Crowfoot Valley Road. The county spent $245,000 on plans.
* E-470 and Chambers Road interchange - West ramps were built last year. The county contributed $180,000 toward the E-470 work in 2002.
* Bear Dance Road - South of Castle Rock on the west side of I-25, the county spent $30,000 preparing to pave 1.8 miles of Bear Dance Road.
* Lagae Road - In Castle Pines, the county spent nearly $1.1 million building a new road heading south off Castle Pines Parkway to the north gate of Castle Pines Village.
* Traffic lights - Last year, Douglas County installed and rebuilt about a dozen signals for nearly $1.2 million. Rampart Range Road got two new signals Park Meadows signals were worked on and will continue to get work done this year; a new signal was installed on U.S. 85 at Happy Canyon Road and at Quebec and McArthur/Monarch. Traffic signals were rebuilt at Lincoln Avenue and Quebec, Broadway and Dad Clark Drive and at University and Dad Clark Drive. School flashing lights were installed throughout the county.
* Paving and road maintenance - The county spent $2.6 million repairing potholes and repaving roads in 2002. For $1.5 million the county paved Democrat Road from Flintwood Road to Pinery Parkway. The county worked on Palmer Divide Road from Colorado 83 to Furrow Road, a section of West Parker Road and Hess Road from Motsenbocker to Tammy Lane. Nearly two miles of Daniels Park Road were paved for $1.5 million, and another section of Russellville Road was paved.
* Bridges - The county last year spent nearly $400,000 getting ready for bridge projects, including $150,000 designing a replacement Rio Grande Avenue bridge over Plum Creek, $185,000 designing a Perry Park Road bridge over East Plum Creek, $50,000 designing a Rampart Range Road bridge expansion over the Highline Canal, and spent $58,000 working with Littleton on a Highline Canal bridge under County Line Road. The county worked on plans for the Waterton bridge near Roxborough.
* Drainage work - The county last year spent $563,000 on drainage work, including $200,000 in the Happy Canyon Creek area, $125,000 at Elbert Place, studied the Kenny Creek and Fonder Draw areas and worked on other projects.
Plans for 2003
Douglas County plans to spend $20.4 million on roads in 2003, using revenues totaling $11.5 million from sales taxes for roads and $8.9 million from property taxes.
* Inspiration Drive - Between Pine Drive and Tomahawk Road, Inspiration Drive is scheduled for a $5 million expansion with a median and roadside shoulders as a response to Aurora's annexation of the Gartrell/Rockinghorse property. Aurora reportedly will eventually widen Inspiration Drive from Trevois to Summit Ridge between Gartrell and Tomahawk Road.
* Chambers Road - The county said it will begin designing and acquiring right of way for Chambers Road from Lincoln Avenue to West Parker Road for $100,000 in 2003.
* Castle Pines interchange design - To handle more traffic and replace the aging I-25 interchange, an expansion/remodel of the Castle Pines I-25 interchange will be designed by Douglas County, which will contribute $100,000 in 2003, and the Colorado Department of Transportation.
* Perry Park emergency exit - Douglas County said it spent $240,000 last year and will spend $300,000 this year on designs and right-of-way for a second emergency evacuation exit road for subdivisions in the wildland-urban interface that were evacuated during the Hayman fire last summer. The "Wiens alignment" of the west edge of the Wiens' property is the preferred route, the county said.
* Frontage road design, Douglas Lane to Plum Creek - Douglas County said it will spend $150,000 to extend the frontage road on the west side of I-25, south of Castle Rock, between Plum Creek Boulevard and Douglas Lane.
* Frontage road design, Tomah Road to Dawson Ridge Boulevard - Douglas County will spend $150,000 to design a road that parallels I-25 on the west side, south of Castle Rock, between Tomah Road and Dawson Ridge Boulevard. The county wants to relocate the road to the west side of the railroad tracks.
Work will continue this year on a frontage road on the east side of I-25 between Castle Pines and Surrey Ridge.
* Park Meadows Town Center - Douglas County this year will contribute $900,000 of the $9 million, three-year project for Park Meadows shopping area traffic improvements, splitting the cost between Lone Tree and the Park Meadows district.
* County Line Road - A widening from Colorado Boulevard to Phillips is being designed, with a county contribution of $300,000. Douglas County said it plans to relocate utilities and get right-of-way easements this year. The Colorado Department of Transportation is contributing $9 million of the $17 million total expansion cost.
* Hilltop Road - The county will spend $300,000 in 2003 on a widening design for four lanes and a median on Hilltop Road between Hess and Singing Hills roads.
* Pine Lane - Douglas County will spend $1.8 million to widen Pine Lane from Colorado 83 to Pine Drive. Pine Lane might eventually extend past the Target store, and also east from Colorado 83 to Dixon Drive. Parker might eventually extend the road west of Colorado 83 to Jordan Road.
* Douglas Lane interchange - After years of waiting for development in the southern Castle Rock area, including the subdivisions of Plum Creek, Crystal Valley Ranch, The Lanterns, Bell Mountain Ranch and several small subdivisions, a Douglas Lane interchange is officially in the works just south of the Medved Autoplex of Castle Rock. Douglas County will spend $300,000 in 2003 on a design, although road planners the past couple years have been meeting with developers regarding the interchange. Dawson Ridge developers previously have said they want the interchange.
* E-470/Chambers Road interchange - In cooperation with the E-470 Authority, an expansion of the Chambers Road interchange west of Parker will be designed for $200,000. The expansion will be a second bridge for the interchange, the county said. Chambers will extend north to the Douglas/Arapahoe county border.
* T-REX, I-25 Transportation Expansion Project - Douglas County will contribute $400,000 in its second of five annual contributions toward the 12-mile, billion-dollar I-25 expansion and light rail installation from Park Meadows to Broadway in Denver.
* Drainage projects - Douglas County will spend $750,000 on drainage projects, including $300,000 at Waterton Road, $50,000 for the undeveloped Dawson Ridge subdivision on Douglas Lane, $100,000 at Lemon Gulch, work in The Pinery and $300,000 on other projects.
* Bridges - Douglas County will spend $550,000 on bridges, including designs of a Waterton Road Bridge over the South Platte River, a $300,000 contribution toward CDOT's $1.5 million Perry Park Road bridge over Plum Creek, $100,000 to design a Highline Canal bridge over Rampart Range Road and a cooperative effort with Littleton on a County Line Highline Canal pedestrian bridge.
* Paving dirt roads - The county in 2003 will design plans to pave the dirt Ridge Road from Mikelson Boulevard to Quarry. Castle Rock reportedly is paving from Enderud Boulevard to Mikelson Boulevard. In 2003, the county will negotiate right-of-way easements to pave Piney Lake from Spring Creek Road to Bronco Boulevard, and will plan to pave Spring Creek Road, Tomichi Road, West Parker Road, Furrow Road from Best to County Line roads, Spruce Mountain Road from Larkspur to Palmer Divide and Dakan Road.
