Year full of road projects in Castle Rock

It was a busy year in Castle Rock.


Phase one of the $4.5 million Front Street improvement project was started, while phase two, a flyover from Front Street onto Perry Street, was tabled by the Castle Rock Town Council until further study can justify the added $5 million expense.


The town and the Colorado Department of Transportation completed the $8 million Fifth Street bridge, which connects east and west Castle Rock. The project was completed before CDOT began widening Interstate 25 at Wolfensberger Road.


The Wolfensberger Road bridge is being widened to four lanes before the I-25 south corridor improvements begin in the area.


Plum Creek Parkway from Plum Creek Boulevard to Perry Street is being widened to four lanes over the railroad tracks. The project will cost $740,000.


The decision to pursue the possibility of moving the railroad tracks to the west side of town was derailed by public opinion.


A $100,000 study found that moving the railroad was possible, but residents said there were other issues of higher priorities they wanted to town to spend money on. The proposed project would have cost a little more than $60 million.


Cone zones and quashed plans were not the only changes to the town.


Early in the year, Cori McCain, District 6 councilwoman, resigned after being convicted of embezzling more than $250,000 from her employer, US Bank in Castle Rock. McCain was sentenced to one day in jail, six months' home detention and five years' probation.


Ray Waterman was appointed to fill her position, then was elected in April to fill the remainder of McCain's term.


The town hired a new manager in April. Mark Stevens came on board from Prescott, Ariz., where he was the town manager and the chief executive officer of his own company.


Early this spring some downtown businesses banded together to force the Elephant Rock Cycling Adventure out of downtown.


The all-day bicycling event, which has occurred the first Sunday in June in Castle Rock for more than a dozen years, was a source of lost customers, the business owners said.


For several months leading up to the event, its planner and the businesses worked toward a compromise.


The 2002 cycling adventure will start and finish at the Douglas County Fairgrounds.


New businesses also moved in. Walgreens began building drug stores at two sites in Castle Rock. Groundwork began this fall on Walgreens at the corner of South Wilcox Street and Plum Creek Parkway. Plans are in the works for a Walgreens at Founders Parkway and Allen Street.


The Douglas Public Library District bought the former Safeway building at 100 S. Wilcox St. for $2.91 million. The building will be the new Philip S. Miller Library.


The move will more than double the size of the library, said Jamie LaRue, library district director. After a survey of patrons, the district decided to retain the Philip S. Miller namesake.


Philip S. Miller started supporting the library in 1967. The district received continued support through the Miller Trust.
