School, county agree on election

An agreement signed by the county and the district allows the Douglas County clerk and recorder to "conduct and administer" the section of the ballot that requests voter approval of a proposed $178.2 million bond issue.
The county clerk will conduct the election as a "Coordinated Polling Place Election" under the terms of the Uniform Election Code of 1992.
The agreement is necessary because more than one political subdivision with overlapping boundaries are conducting elections on the same day. All the eligible electors all registered voters, and the county clerk is the coordinated election official for the political subdivision.
The county clerk will charge the district for all the expenses related to the preparation and conduct of the election. The expenses will be prorated among all jurisdictions participating in the election, based on the number of persons registered to vote in each jurisdiction.
Actual cost shares will be determined 20 days before the election.
The estimated cost of the election is $212,460. This consists of $108,960 for personnel; $1,000 for election publication; $35,000 for ballot issue notice; $8,000 for postage; and $5,500 for supplies and miscellaneous.
Other jurisdictions that will share the election costs because they have issues on the ballot are Littleton, Parker, Northern Douglas Water & Sanitation, Park Meadows Metro District, Perry Park Metro District, proposed Antelope Heights Metro District, proposed Rampart Range Metro District, South Metro Fire District and Upper Cherry Creek Metro District.
The state also will share the cost with a reimbursement of $33,600 to the county.
Douglas County School District's share of the election cost is estimated at $61,641. In addition, the district must share the cost of Taxpayers Bill of Rights notification to taxpayers. This is estimated at $10,605.
If the school district were to conduct a separate election for the bond issue, the cost could be three times that of what the county clerk will charge. This is because there probably would be no other jurisdictions to share the costs of polling places and mailings.
