Board of education approves building designs


The Douglas County Board of Education approved two purchases and an architectural agreement at its June 6 meeting.

The Douglas County Board of Education approved two purchases and an architectural agreement at its June 6 meeting.



And money was approved for the design of elementary school No. 33 by LKA Partners Inc. Because the district will use existing building designs, the selection process for an architect was not used.



LKA will receive $275,000, based on a 5.6 million building budget, said Bill Reimer, chief operating officer for the district.



This is a 4.9 percent fee that is in the district's architectural fee guidelines of 4.5 percent for moderate building modifications and 6 percent for major building modifications. New designs usually run 7 percent or more of the building cost.



An additional $10,000 has been budgeted for expenses to reproduce plans. As many as 120-125 copies of plans for new schools are produced for contractors, bidders, builders, public use, school staff and code-enforcement officers.



The cost to design a new school would have run substantially more for the district.



"We will save up to 50 percent on architectural fees by using the (existing) plans," said Jim Wages, director of new school construction. "It makes it easier and faster for us to budget, bidders to estimate and contractors to build, as they know the plans from other facilities they have built using the same plans. Modifications are made for the specific locations of the school, but the basic plan remains ... You could walk into any of the last 13 built elementary schools and not really know which one you are in."



The needed for designing from scratch also is eliminated. The agreement with LKA is the school district's standard agreement, with modifications, which has been used for the last 13 elementary schools. Cherry Creek School District has used the same architectural plans as Douglas County since 1985 to build seven elementary school buildings.



Bids were received from 12 vendors for nine copiers, service contracts and suppliers for various schools and offices around the district. The bids ranged from $143,866.35 to $384,795.



The low bid from Associated Equipment Specialists for a Konica copier program was approved. Staff recommended it as the best value for the district.



Four mechanical contractors were asked to submit bids for a boiler/water heater replacement for Ponderosa High School. The boiler heaters are failing to produce efficient heat for the school.



Two contractors submitted bids for the replacement project. Western Steel & Boiler bid $165,500. Midlands Mechanical submitted a $185,559 bid. Western Steel & Boiler was awarded the contract which will also include heating water pumps.



The heaters will be paid from the 2000\2001 Capital Reserve Fund of the school district and the project is under the estimated budget figure.
